About us

New Jubilee Educational and Family Life Center, Inc. is a faith-based 501(c)3 corporation, sponsored by New Canaan International Church in Richmond, Virginia.

The Executive Director, Dr. Owen C. Cardwell, currently serves on the Virginia Reentry Policy Academy, a project sponsored by the National Governor’s Association. He also serves as Chairman, Family and Community Reintegration Subcommittee of the Richmond Reentry Project. Additionally, he is Chairman of the Training and Curriculum Committee for the Commission on Prison Reentry and Social Justice of the Progressive National Baptist Convention. New Jubilee is also one of the partner churches for the Care Group, a group of churches who are sponsoring inmates in the Richmond City Jail to receive certification training as plumbers and electricians at the Richmond Technical Center.

Our Mission

The mission of New Jubilee is to provide services and training to families in at-risk environments. In the past we have served as a demonstration site in partnership with the Children’s Defense Fund with their One Church…Ten Families program. We provided an after school program and mentoring for families with pre-adjudicated youth who were involved with the criminal justice system. Over ninety percent of our participants had no father in the home and most had no active father involvement in their lives.

Our Programs

Child Development Center

Currently New Jubilee provides child-care services for a diverse population, however, 50% of our clientele receive AFDC with little, if any, father involvement.

 

Video Conferencing/Visitation Ministry

Since April 15, 2006, we have been involved in a video conferencing visitation demonstration project (Life Line Link) with the Virginia Department of Corrections (DOC). New Jubilee is partnering with Wallens Ridge Correctional Facility, a level 5 all-male institution, which is located in Big Stone Gap, Virginia (a 7 ½ hour drive from Richmond). Since its inception we have facilitated numerous inmate-visitations with hundreds of family members. The family members come to the church and are allowed a 50 minute real-time face-to-face visitation with their incarcerated loved one.
